Cement mills need volume, consistency and low moisture far more than they need a headline strength figure. This grade is contracted on annual or half-yearly tonnage, drawn from a fixed set of units so the chemistry does not wander, and delivered with moisture controlled tightly enough to keep the mill running.
Typically interground or blended at 25 to 35 percent to produce PPC conforming to IS 1489 Part 1 or EN 197-1 CEM II/B-V.
